Medical services in Almaty are provided by the Aurika Medical Centre under state licence of the Republic of Kazakhstan AA-4 No. 0162579. Lastochka is the brand of a network of paediatric neurology centres, used under a contract with the provider (more about the brand). All rights and obligations under the contract for paid medical services arise between you and the provider; complaints about the quality of services are addressed to the provider.

The Lastochka brand

Lastochka is the designation (brand) of a network of paediatric neurology centres. The rights holder is Lastochka Medical Centre LLC, TIN 5402005664, OGRN 1155476046220, 87/1 Krasny Prospekt, Novosibirsk 630049, Russian Federation. The trade mark "ЛАСТОЧКА МЕДИЦИНСКИЙ ЦЕНТР" (Lastochka Medical Centre) is registered in the Russian Federation.

In the Republic of Kazakhstan the Lastochka designation is used by Aurika Medical Centre LLP under a contract with the rights holder (contract date and number to be confirmed).

Medical services in Almaty are provided exclusively by Aurika Medical Centre LLP under a state licence of the Republic of Kazakhstan ("Licence" section) by medical staff licensed to practise in the Republic of Kazakhstan. Lastochka Medical Centre LLC does not provide medical services in the Republic of Kazakhstan; its involvement is limited to methodological support and consultations under a contract with the provider. All rights and obligations under the contract for paid medical services arise between you and the provider. Complaints about the quality of services are addressed to the provider.

Information about the Lastochka network in other countries (Russian Federation: Novosibirsk, Saint Petersburg) is given for reference; services in those cities are provided by Lastochka Medical Centre LLC and Norma Medical Centre LLC under licences of the Russian Federation and are governed by the law of the Russian Federation.

This site is an electronic resource on which information about the provider's medical services is published under a contract with the provider (Code of the Republic of Kazakhstan "On Public Health and the Healthcare System", Article 56(4)). Rules for paid medical services and booking terms

Paid medical services are provided in accordance with the Code of the Republic of Kazakhstan "On Public Health and the Healthcare System" (Article 202) and the Rules for the provision of paid services by healthcare entities (Order No. ҚР ДСМ-170/2020 of the Minister of Health of the Republic of Kazakhstan of 29 October 2020). Below are the terms that apply when booking via the site and receiving services at the clinic.

Terms of booking via the site and of the provision of paid medical services

  1. What a request on the site is. The "Book a visit/Ask a question" form is a request for contact. Submitting the form does not conclude a contract and does not finally reserve a time: the front desk will call you back, clarify your request and agree a date. You can also book by phone: +7 702 911 54 21.
  2. Contract. Paid medical services are provided under a contract in the standard form approved by Order No. ҚР ДСМ-170/2020 of the Minister of Health of the Republic of Kazakhstan of 29 October 2020 (Code, Article 202; Rules for the provision of paid services, clauses 4 and 7). The contract is concluded at the clinic before services begin, with the child's legal representative, on paper or electronically; one copy stays with you ("Contract" section).
  3. Informed consent. Medical care is provided after the legal representative's informed consent (Code, Article 134(3)). Before each procedure the doctor explains what is done and why, what the contraindications and alternatives are; you may refuse care in whole or in part (Code, Article 136).
  4. Prices. The cost of services is stated in tenge in the price list on the "Prices" page and at the clinic. The price is fixed in the contract as of the date it is concluded. If additional paid services are needed during treatment, they are provided only with your consent and are formalised as an addendum to the contract (standard form, clause 5).
  5. Payment and documents. Payment is in cash or by card at the clinic (or online by invoice, where applicable). After payment you receive a fiscal receipt and, on request, a statement listing the services provided (Law of the Republic of Kazakhstan "On Consumer Protection", Article 24(10)). Instalment terms, if offered, are set out in a separate contract stating the full cost.
  6. Cancellation and rescheduling. Please give notice of cancellation or rescheduling no later than period to be confirmed in advance (standard form, clause 9: "one or more days in advance"). If services are ended early, the difference between the amount paid and the cost of the services actually provided is refunded (standard form, clause 7).
  7. Emergencies. If the child needs emergency care during a visit, it is provided free of charge; if the clinic does not have the relevant specialty, it arranges access to the appropriate healthcare organisation (Rules for the provision of paid services, clause 8).
  8. Courses and stages. Rehabilitation proceeds in stages with a follow-up review between them. Continuing, changing or ending the route is decided together with you on the basis of the follow-up. We do not guarantee any specific treatment result: the course of the condition is individual to each child.
  9. Free care. The provider's participation in the guaranteed volume of free medical care and in the compulsory social health insurance (OSMS) system is to be confirmed; all services within the Lastochka project are paid. Services covered by GOBMP/OSMS can be obtained at the organisations you are registered with.
  10. Monitoring and recording. The clinic has CCTV in common areas; phone calls may be recorded for quality control (Code, Article 134(1)(4)). Personal data is processed under the Personal data policy.
  11. Complaints. A complaint can be submitted to the front desk, to aurika.clinic@gmail.com or in writing at 2nd microdistrict, 45a, ground floor, Almaty; a reply is given within period to be confirmed. The procedure for applying to supervisory bodies is in the "Patient's rights and complaints" section.
  12. Governing law. The relationship is governed by the law of the Republic of Kazakhstan. Disputes are resolved by negotiation and, failing agreement, in court under the rules of the legislation of the Republic of Kazakhstan.

A request on the site is not a public offer. No contract for medical services is concluded on the site.

Contract

The contract for paid medical services is concluded in the standard form approved by Order No. ҚР ДСМ-170/2020 of the Minister of Health of the Republic of Kazakhstan of 29 October 2020 (Annex 2, as amended by Order No. ҚР ДСМ-42 of 5 May 2022). It is signed at the clinic before services begin, with the child's legal representative, on paper or electronically, in two copies — one stays with you.

The provider's sample contract

Will be published once approved by the provider. For now — the standard form on adilet.zan.kz.

Essential terms under the standard form

  • Subject. The list of paid medical services is in the annex to the contract, with the period of provision and the amount in tenge.
  • Payment. For services actually provided, on the provider's invoice; an advance of no more than 80% of the contract amount is allowed at signing, the balance on completion of the service. A document confirming payment is issued.
  • Additional services. Only with the customer's consent; the amount and method of payment are agreed and formalised in a supplementary agreement.
  • Early termination. The provider refunds the difference between the amount paid and the cost of the services actually provided (except where the customer has breached the contract).
  • Provider's obligations. To provide services under clinical protocols (or, where none exist, under generally accepted evidence-based approaches); emergency care where life is at risk — free of charge; where the clinic lacks the conditions for a service, to arrange and pay for it at another healthcare organisation; to issue documents on the services provided.
  • Customer's obligations. To follow the clinic's rules and opening hours; to give notice of refusal of a service or part of it one or more days before the appointed date; to pay for services on time.
  • Customer's rights. To choose the attending doctor from among the doctors providing paid services; to have the quality of treatment and the justification of prescriptions examined (Order No. ҚР ДСМ-230/2020 of the Minister of Health of the Republic of Kazakhstan of 3 December 2020).
  • Liability. For services of inadequate scope or quality, for charging for GOBMP/OSMS services and for double charging — under the laws of the Republic of Kazakhstan.
  • Amendment and termination. By written agreement of the parties; the parties give each other at least three working days' notice of an intention to terminate early; disputes are resolved under the civil legislation of the Republic of Kazakhstan.

Prices

The list of paid services and their cost is on the "Prices" page and at the clinic's front desk. Prices for Almaty are stated in tenge (Law of the Republic of Kazakhstan "On Consumer Protection", Article 24; Law of the Republic of Kazakhstan "On Advertising", Article 6(4-1)); prices in roubles relate to the network's branches in the Russian Federation and are shown only when Novosibirsk is selected.

The price list in tenge is based on the provider's data as of 20.09.2026.

Doctors of the Lastochka network (Russian Federation)

The network's doctors — specialists from Russia (Novosibirsk and Saint Petersburg) — take part in the Almaty project as consultants under a contract with the provider: they review every child before the visit together with the provider's attending doctor and hold the follow-up review after the stage with them. They do not see patients in Almaty unless licensed to practise medicine in the Republic of Kazakhstan; decisions on diagnostics and the route are taken by the provider's attending doctor. Policy on the collection, processing and protection of personal data

1. What this document is about

  1. This Policy explains what personal data we collect, why, how we protect it, to whom we may transfer it and what rights you have. It is written in accordance with the Law of the Republic of Kazakhstan "On Personal Data and Their Protection" No. 94-V of 21 May 2013 (hereinafter the Law), the Code of the Republic of Kazakhstan "On Public Health and the Healthcare System" No. 360-VI of 7 July 2020 (hereinafter the Code), the Rules for the collection and processing of personal data (Order No. 395/НҚ of 21 October 2020) and the Rules for the implementation of personal data protection measures (Order No. 179/НҚ of 12 June 2023).
  2.   3. The Policy applies to the data you leave on the Lastochka website (hereinafter the Site), in messengers and by phone to the clinic, as well as to data that arises in the course of medical care. The Lastochka brand on the Site is used under a contract with the rights holder; this does not change the fact that the operator of your data and the provider of medical services is Aurika Medical Centre LLP (see the "Provider of medical services" and "The Lastochka brand" sections).

2. What data we collect and why

  1. When you request a visit or ask a question via the Site: the parent's (legal representative's) given name and surname, phone number, messenger or e-mail; the child's given name and age (date of birth); the description of the complaint you have chosen to share with us; the selected branch; technical data of the request (date, time, version and language of the consent text, items ticked). You send the request from the Site yourself, by Telegram message or by phone, to the Lastochka network's call centre (Lastochka Medical Centre LLC, Russian Federation), which receives requests for us under a contract; the Site does not store data. Purpose: to contact you, choose a doctor and time, and prepare the first consultation.
  2. During the preliminary intake (if you decide to fill in the intake form before the visit): the information on the child's development and health you enter in the form. Purpose: so that the doctor sees the picture in advance and the visit is to the point. Filling in the intake form is voluntary; you can book without it.
  3. When medical care is provided at the clinic: the data needed to conclude the contract and keep medical records in the forms approved by the healthcare authority (IIN, the legal representative's documents, the child's birth certificate, health information, diagnoses, prescriptions, examination results). This data is collected at the clinic, not via the Site.
  4. When you call: the phone number and, if the call is recorded, the recording; we warn about recording at the start of the call. The clinic has CCTV in common areas for security; signs at the entrance say so (Code, Article 134(1)(4)).
  5. When you visit the Site: cookies and similar technologies — see the Cookie policy. Necessary cookies work without consent; analytics cookies only with your consent.
  6. We collect only the data needed for the stated purposes (Law, Article 7(8–9)). We do not ask for copies of identity documents via the Site and ask you not to send them.

3. Data on the child's health — special regime

  1. Information on the fact of seeking care, the state of health and the diagnosis is covered by medical confidentiality (Code, Article 273) and is restricted-access personal data. We do not disclose it to anyone except in the cases expressly provided for by law (Article 273(3–4)) and to you as the legal representative.
  2. Medical records and data obtained at the clinic are stored in the Republic of Kazakhstan (Law, Article 12; Protection Rules, clauses 13–14). Access is limited to a narrow circle of staff. The description of the complaint you enter in the request on the Site reaches the network's call centre in the Russian Federation together with the request — you give a separate consent to this (document 2); receiving requests on a server in the Republic of Kazakhstan is in preparation.
  3. We receive the child's data only from the child's legal representative (parent, guardian). By sending a request or intake form you confirm that you are the child's legal representative. At the clinic we may ask for documents confirming this.

4. On what basis we process

  1. The basis is your consent (Law, Article 7(1), Article 8), which you give on the Site (a tick in the form, with proof of receipt of the consent recorded) or at the clinic (in writing). Consent to medical intervention is a separate document signed at the clinic (Code, Article 134(3)).
  2. Some data we are required by law to process and keep regardless of consent: medical records, contracts, accounting documents — for the periods set by the legislation of the Republic of Kazakhstan.

5. To whom we may transfer data

  1. Within the Republic of Kazakhstan: to state bodies — only on a lawful demand (Code, Article 273(4)). As of this edition no hosting or CRM in the Republic of Kazakhstan is used: the Site does not store data; you send the request to the network's call centre (clause 2 below).
  2. Outside the Republic of Kazakhstan (cross-border transfer): to Lastochka Medical Centre LLC (Russian Federation) — with your separate consent, in the scope and for the purposes set out in the "Consent to the cross-border transfer of personal data". A request made via the Site goes to the network's call centre in the Russian Federation, so without this consent it cannot be sent via the Site; to book without transferring data to the Russian Federation, call the clinic on +7 702 911 54 21.
  3. We do not sell data, do not pass it to advertising networks and do not publish it in publicly available sources without separate consent (Law, Article 7(3)). Photos and videos of patients are placed on the Site only with the written consent of their legal representatives.

6. How long we keep data

  1. Request and correspondence data — until the purpose is achieved (the visit took place or you declined) and then for no more than 3 years for the record of enquiries and handling of complaints, unless you withdrew consent earlier.
  2. A health intake form not followed by a visit — 6 months, then it is destroyed.
  3. Medical records — for the periods set by the legislation of the Republic of Kazakhstan on healthcare and archives.
  4. Call recordings — period to be confirmed. CCTV data — period to be confirmed.
  5. On expiry the data is destroyed or depersonalised (Law, Article 25(2)(4)).

7. How we protect data

  1. We apply legal, organisational and technical measures under the Rules for the implementation of personal data protection measures: the list of data and business processes is defined, a responsible person is appointed, access is restricted, action logs are kept, secure communication channels and encryption are used, software is updated regularly (Law, Articles 22 and 25; Protection Rules, clauses 4–12).
  2. We notify the authorised body of a data security breach within one working day, and you — if the breach affects your rights (Protection Rules, clause 11).

8. Your rights (Law, Article 24)

  1. To know whether we hold your data and to receive its list, purposes, sources and processing periods — a reply within 3 working days (Collection Rules, clauses 15–16).
  2. To demand amendment, supplementation, blocking or destruction of the data — we comply within 1 working day where there are grounds (Law, Article 25(2)(8)).
  3. To withdraw consent at any time. We will stop processing within 15 working days or explain in writing why we must keep part of the data (Law, Article 8(7)). Withdrawal of consent does not affect the lawfulness of processing before the withdrawal.
  4. To review your own and your child's data free of charge (Law, Article 25(2)(9)).
  5. To complain to the authorised personal data protection body — the Information Security Committee of the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan (via the eOtinish portal, eotinish.kz) — and to the court, including for compensation.
  6. How to exercise your rights: by writing to aurika.clinic@gmail.com with the subject "Personal data", in writing at 2nd microdistrict, 45a, ground floor, Almaty, or in person at the clinic. We may verify your identity so as not to release data to a stranger.

9. Changes

  1. A new edition is published on the Site with its date. We notify you separately of significant changes affecting your rights, using the contact details you left.

Consents

Before sending a request on the site you read three documents in a row in one window and tick the consent for each. The tick is stored together with the date and time, the text version (kz-2026-09-20b), the page language and the list of items ticked — so the operator can confirm receipt of consent (Law of the Republic of Kazakhstan "On Personal Data and Their Protection", Article 8(1), Article 25(2)(5)). Below are the full texts of the same documents.

2. Consent to the cross-border transfer of personal data

I, the child's legal representative, separately and voluntarily give Aurika Medical Centre LLP (BIN 100940006081; hereinafter the Operator) my consent to the cross-border transfer of my personal data and my child's personal data on the terms below (Law of the Republic of Kazakhstan "On Personal Data and Their Protection", Article 7(6), Article 8(4)(5), Article 16(3)(1)).

  1. Where and to whom. To the territory of the Russian Federation — Lastochka Medical Centre LLC, TIN 5402005664, OGRN 1155476046220, 87/1 Krasny Prospekt, Novosibirsk 630049, Russian Federation (hereinafter the Recipient), the Operator's partner for methodological support of the Lastochka project in Almaty. The request reaches the Recipient via the Telegram messenger (servers outside the Republic of Kazakhstan) or by phone and is placed in the Recipient's CRM system hosted on servers in the Russian Federation (vendor under the Recipient's contract).
  2. Which data. Mine: given name, surname, phone number, e-mail/messenger, city. The child's: given name, age and the brief description of the complaint that I enter in the request — these are transferred together with my contact details, without masking. The detailed intake form on the child's development and health is passed to the Recipient's consulting doctors for the review of every child with the surname, date of birth and contact details masked. The IIN, documents and full medical records are not transferred.
  3. Purpose. Unified registration of requests and support of the family across the Lastochka network; consultative participation of the Recipient's doctors — specialists from Russia (Novosibirsk and Saint Petersburg) — in the review of every child before the visit and after the stage together with the Operator's attending doctor; quality control under the network's standards. Decisions on diagnostics and the route are taken by the Operator's attending doctor, who is licensed to practise medicine in the Republic of Kazakhstan.
  4. Safeguards. A contract is in place between the Operator and the Recipient under which the Recipient: uses the data only for the purposes in clause 3; does not pass it to others and does not disseminate it; restricts staff access; applies technical protection measures; destroys the data at the Operator's request or on expiry of the term; reports security incidents to the Operator within one working day. The child's medical records are kept and stored by the Operator in the Republic of Kazakhstan; the Recipient receives the request details and every child's intake form with the surname, date of birth and contact details masked.
  5. Term. This consent is valid until the purposes are achieved, but no longer than 3 years; on withdrawal, the Operator stops the transfer within 15 working days and requires the Recipient to destroy the data received, of which I am informed.
  6. Withdrawal and rights. This consent can be withdrawn by writing to aurika.clinic@gmail.com (subject "Withdrawal of consent to cross-border transfer") or by a request submitted at 2nd microdistrict, 45a, ground floor, Almaty. Withdrawal does not affect the lawfulness of any transfer made before it. My rights under Article 24 of the Law are preserved in full.
  7. I understand that the personal data legislation of the Russian Federation differs from that of the Republic of Kazakhstan, and that protection of data outside Kazakhstan is ensured by the contract between the Operator and the Recipient. A request made via the site goes to the network's call centre in the Russian Federation, so without this consent the request cannot be sent via the site. To book without transferring data to the Russian Federation, call the clinic directly on +7 702 911 54 21.

Policy on the use of cookies and similar technologies

  1. What cookies are. Small files the site stores in your browser, and similar technologies (localStorage, pixels). Some of them, together with the IP address and form data, may become a personal data identifier (Law of the Republic of Kazakhstan "On Personal Data and Their Protection", Article 1(14-1)). That is why we ask for consent to everything that is not needed for the site to work.
  2. Who the operator is. Aurika Medical Centre LLP, BIN 100940006081, 25 Toraigyrov St, office 171, Bostandyk district, Almaty 050043, aurika.clinic@gmail.com.
  3. Necessary (work without consent): the selected city and language, the currency and tab on the prices page, your choice in the cookie window. Stored in your browser (localStorage) until you delete them; not passed to anyone.
  4. Analytics (only with your consent): as of this edition no analytics counters are connected to the site. Possible services — list to be confirmed (for example, Yandex Metrica — Yandex LLC, Russian Federation; Google Analytics — Google LLC, USA). They collect depersonalised visit statistics: pages, device, approximate region, cookie identifier — and receive the data on servers outside the Republic of Kazakhstan, so your consent is at the same time consent to the cross-border transfer of these identifiers (Article 16 of the Law). On pages with the booking form, session recording and recording of field contents are disabled. Cookie retention period — to be confirmed.
  5. Marketing: advertising platform pixels are not used.
  6. How to manage. While no analytics counters are connected, the cookie window is not shown on your first visit: necessary data in localStorage does not require consent. Patient's rights and complaints procedure

Your rights as a patient and as the child's legal representative

Your rights are established by the Code of the Republic of Kazakhstan "On Public Health and the Healthcare System" (Articles 77, 134, 136, 273) and the Law of the Republic of Kazakhstan "On Consumer Protection" (Articles 24–26). You have the right:

  1. To dignified and respectful treatment, without discrimination (Article 134(1)(1–2)).
  2. To choose the doctor and the medical organisation; to refuse care or part of it after the consequences have been explained (Article 134(1)(3), Article 136).
  3. To receive full and clear information: on the child's state of health, diagnosis, prognosis, proposed and alternative methods, risks and the consequences of refusal; to ask for an independent opinion and a case conference (Article 134(1)(6)).
  4. To know who is treating you: information about the medical staff, their education and qualifications; to know the cost of services and how they are provided (Article 134(1)(7)).
  5. To give informed consent to any medical intervention — and to withdraw it (Article 134(3)).
  6. To confidentiality of the fact of seeking care, the diagnosis and all health information (Article 273). Information about the child is given to you as the legal representative; to others — only in the cases expressly provided for by law or with your consent.
  7. To know that the clinic has CCTV and records calls (Article 134(1)(4)).
  8. To decline the presence of third parties and participation in teaching (Article 134(1)(8)).
  9. To receive the contract, receipt and documents on the services provided; information about the provider and the licence in Kazakh and Russian (Consumer Protection Law, Articles 24 and 26).
  10. To compensation for harm to health caused by inadequate services, and to appeal against the clinic's actions (Article 77 of the Code).

Obligations of the patient and the legal representative

Under Article 135 of the Code: to give the doctor accurate information, follow prescriptions and the clinic's rules, respect the rights of other patients and staff, and give timely notice of cancelling a visit.
